TALCB Meeting Update Feb 2012
The Texas Appraiser Licensing and Certification Board (TALCB) board met on February 17, 2012 at 10:00 AM. The Foundation Appraisers Coalition of Texas (FACT) was well represented. The final four rules implementing AMC (Appraisal Management Companies) legislation were adopted at a prior TALCB board meeting held on January 13, 2012. Registration of residential AMC's is now scheduled to begin on March 5, 2012 with registration of residential AMC's operating in Texas to be required by July 2, 2012. At both the January 13 and the February 20 meetings other items included budgetary matters, discussion of enforcement agreed orders and SOAH rulings and the Strategic Plan formulation. Meetings for public input in the Strategic Plan formulation process are planned during March in Corpus Christi, Galveston, Dallas, Midland, Bryan-College Station and Austin with specific details and dates to be available on the TALC website. Rule changes, proposed rules and other information is also available on the TALC web site. TALC enforcement still has a heavy workload with approximately 485 active complaints in various stages of processing at this time. The TALC enforcement staff is slowly reducing the case backlog. The next scheduled TALCB board meeting is May 18, 2012 which coincides with a review of the TALC operations by the Appraisal Subcommittee (ASC).
TALCB adopts AMC Rules

At its meeting on January 13, the Texas Appraiser Licensing and Certification Board (TALCB) voted to finalize four new rules regulating appraisal management companies (AMCs). The adoption of these rules marks the final step implementing House Bill 1146, which passed during the 82nd legislative session and gave the Board jurisdiction over AMCs. Together with measures adopted previously, these rules define the process for registering and operating as an AMC in Texas. The rules take effect on March 5, and AMCs will have until July 2, 2012 to become registered with TALCB.
